This item is from a company called Dexas Popware which is all that dog food dishes made of soft, colorful, silicone that flatten for camping and easy storage.
These are nifty little cups with built-in scrubbers that are individually sized for three kinds of dogs. Large medium and small. You put water in them and when your dog comes and you simply put his foot in the scrubber cups.
For dogs that lick their feet because they are allergic to things on the ground, it is considerably more thorough than using a baby wipe.
